## Key takeaways

- The Michigan Public Service Commission approved a $139,176,000 natural gas rate increase for Consumers Energy on October 15, 2026 (Case No. U-21981).
- Consumers Energy had requested $240 million. The approved amount is about 58% of the request.
- A typical residential customer using 75 ccf a month will pay $3.92 more a month, or 4.33%, starting November 1, 2026.
- The Commission approved a 9.8% return on equity and disallowed several costs, including more than $7.9 million of transmission pipeline integrity spending.

Consumers Energy natural gas customers in Michigan will see a rate increase on their November bills. The Michigan Public Service Commission (MPSC) approved it on October 15, 2026, at a little over half the amount the utility requested.

## The Decision at a Glance

| Item | Detail |
|---|---|
| Case | U-21981, Consumers Energy natural gas distribution rates |
| Decided | October 15, 2026 |
| Effective | November 1, 2026 |
| Requested | $240 million |
| Approved | $139,176,000 |
| Typical residential impact | +$3.92 a month (4.33%) at 75 ccf a month |
| Return on equity | 9.8% |
| Capital structure | 50% equity, 50% debt |

## The Math

- **Share of request approved:** $139.176 million ÷ $240 million = **58%**. The MPSC describes it as a reduction of more than 42%.
- **Per year for a typical home:** $3.92 × 12 = **$47.04**.
- **Implied typical monthly gas bill before the increase:** $3.92 ÷ 4.33% ≈ **$90.53** at 75 ccf. This is our arithmetic from the MPSC's two figures; the MPSC did not publish a bill total.

Winter usage is usually well above 75 ccf for homes heated with gas, so winter dollar increases will be larger than the typical-month figure, roughly in proportion to usage.

## What the Money Pays For

The MPSC approved:

- **$207 million** for the Enhanced Infrastructure Replacement Program, which replaces gas mains most at risk of leaks. Consumers had sought $234.2 million; the MPSC removed what it called "unsupported funds to protect customer affordability."
- **$66.3 million** for leak detection and repair.
- Continued replacement of older service lines made of materials more prone to corrosion.

## What the MPSC Cut

- More than **$7.9 million** for transmission pipeline integrity work, citing "a pattern of over-projecting of costs and under-spending on this program."
- Storage pipeline replacement projects it found premature.
- A customer order service tracker, because Consumers did not show savings that would offset its cost.

## The Attorney General's View

Attorney General Dana Nessel's office, which intervened, had urged the MPSC to hold the increase to 3.5%, which it said would have saved customers more than $146 million. It also opposed higher monthly service charges and a revenue decoupling mechanism. The MPSC release does not say whether the service charge changed. Consumers received a $157.5 million gas increase on September 30, 2025, and filed this case less than a month later, according to the Attorney General.

## Michigan Energy Costs in Context

- **Consumers electric:** a $276.6 million increase took effect May 1, 2026, and a new electric case is pending. See our [Michigan rate guide](/posts/michigan-electricity-rate-changes-2026/).
- **Winter heating:** EIA forecasts natural gas spending in Midwest homes heated with gas to fall about 10% this winter compared with last, mainly because of lower commodity prices. A higher distribution rate offsets part of that for Consumers customers. See our [winter heating forecast](/posts/winter-heating-costs-2026-27/).

## What Customers Can Do

1. **Check assistance before winter.** See our [LIHEAP guide](/posts/liheap-energy-assistance-2026-27/), and ask Consumers about payment plans.
2. **Consider budget billing** to smooth winter peaks. See [budget billing explained](/posts/budget-billing-explained/).
3. **Track the electric case.** The pending electric request (U-22070) will affect the other half of many Michigan bills.

## Limitations

Based on the MPSC's and Attorney General's October 15 releases. We did not read the order. The typical-bill figure is for 75 ccf a month; your change depends on your usage.
