## Key takeaways

- We found no Alaska rate change dated October 1, 2026.
- Golden Valley Electric Association in the Fairbanks area has charged a 7.4% interim and refundable increase since January 15, 2026.
- Its rate case is under review by the Regulatory Commission of Alaska through February 2027.
- Chugach Electric's current permanent rates date from February 1, 2025. Fuel and purchased power costs are adjusted separately at Alaska utilities.

Alaska does not have a statewide answer to the October 1 question. Each utility has its own schedule, and the Regulatory Commission of Alaska (RCA) reviews them one at a time. We found no base rate change on October 1, 2026.

This article covers Golden Valley Electric Association (GVEA) and Chugach Electric Association. It does not cover Matanuska Electric, Homer Electric, Alaska Electric Light & Power or rural utilities.

## Quick Summary

| Utility | Area | Latest base rate action | Status |
|---|---|---|---|
| GVEA | Fairbanks and Interior | 7.4% interim increase from Jan. 15, 2026 | Refundable; case under review through February 2027 |
| Chugach Electric | Anchorage area | Permanent rates effective Feb. 1, 2025 | In effect |

## Golden Valley Electric

GVEA filed a rate case in December 2025 after holding community meetings that October. The RCA approved a 7.4% interim and refundable increase, effective January 15, 2026.

- **Interim** means it applies while the case is reviewed.
- **Refundable** means members get money back if the final rates are lower.
- **Timeline:** review continues through February 2027.

GVEA's filing also proposes a residential time-of-use pilot.

## Chugach Electric

Chugach's last general rate case ended with an RCA order in September 2024 and permanent rates from February 1, 2025. According to the Alaska Energy Transparency Project:

- Overall rates were about 1% below the interim rates in place since September 2023.
- In the South District (the former municipal utility area), the residential customer charge rose from $8.00 to $12.79 a month. A 600 kWh bill rose about 3.6%.
- In the North District, the customer charge fell from $13.62 to $12.79 and bills fell about 8%.
- In December 2024 Chugach submitted a simplified rate filing asking for 8% more on base rates. We did not find the outcome.

## Fuel Costs

Southcentral Alaska generates much of its power from Cook Inlet natural gas. Fuel and purchased power costs are passed through in a separate charge that is updated regularly. That line can move a bill more than a base rate change.

## What This Means for Homeowners With Solar

We did not verify Alaska's current net metering or export credit rules for this article, so we give no export rates here. Ask your utility for its current solar tariff, and check how exported energy is credited before sizing a system. Fixed monthly charges are not reduced by solar.

Winter production is very low at Alaska's latitudes, so annual output per kW is well below the national figures used in most payback examples. Our [solar payback guide](/posts/solar-payback-period-without-federal-tax-credit/) shows how the retail rate and the export credit change the math.

## What to Check on Your Bill

1. The customer charge.
2. The fuel and purchased power line.
3. GVEA members: the interim rate, and any later refund.

## Limitations

GVEA information comes from its own rate case page. Chugach details come from an advocacy group's summary of the RCA order. We did not open RCA dockets. The fuel and solar production statements are general background that we did not re-verify.

## Frequently asked questions

### Did Alaska electric rates change on October 1, 2026?

We found no base rate change on that date. Fuel-related charges at Alaska utilities are adjusted on their own schedules.

### What is GVEA's interim rate increase?

A 7.4% increase that the Regulatory Commission of Alaska allowed from January 15, 2026 while it reviews Golden Valley Electric's rate case. It is refundable if final rates come in lower.

### Why do Alaska rates vary so much by location?

Alaska's utilities are mostly member-owned cooperatives and municipal systems serving separate areas, and many remote communities are not connected to any larger grid.
